The use of chemical toxins, however, has been less widespread. Their large-scale use was first made during the World War 1, but in modern history the Iraqi Army has earned notoriety in using poisonous gases against the Kurd guerillas and Iranian Army. The Russians have also used toxic agents against Afghan Mujahidin and Chechen freedom fighters. But the limited tactical usages remove them from the domain of environmental warfare to the area of chemical and biochemical warfare. On the other hand, the use of toxins in Indo-China by the USA is a textbook example of environmental warfare. The Americans used herbicides to defoliate large areas of enemy-controlled forests and vegetation the effects of which are present till today.

The Editor,
The News,
Lahore.
Sir,
I want to seek the help of your esteemed “The Daily News”, to call attention of the higher authorities as well as that of public to a very grave problem. This problem is of corruption by WAPDA meter readers. They have crossed their limits in this regard. They take some money from the people who make excessive use of electricity and send them bills which are not according to their use. They send bills to the poor who have no luxury to use. There are some areas which have never been visited by them and in this way they send bills of electricity with wrong reading. The negligence and corruption of meter readers has caused three suicides. The people go to WAPDA offices for complaint but the authorities pay a deaf ear to their complaints. In this regard, I would like to offer some suggestions. First, the concerned authorities should make a committee consisting of honest persons to look into the reasons of this corruption. Second, dishonest meter readers should be dismissed from their jobs. They should be fined and given exemplary punishments.
I am sure that the concerned authorities would take immediate action against it.
Yours truly,
                                          X.Y.Z.
