The great strategy for his campaign against Muslim backwardness envisaged two main activities, namely; a weekly periodical to propagate progressive social and religious ideas among the intelligentsia and an institution of higher learning to impart modern education to the new generation. The two projects in his mind were closely interlinked; for without an enlightened public opinion adequate support for the educational institution could not be ensured and obviously without modern education the new generation would never outgrow its elder’s prejudices and misconceptions. Sir Syed Ahmad addressed himself to the periodical first. He had tentatively proposed it in a letter, dated 22 April 1870, to Mehdi Ali as the organ of an association which he wanted to organize before his return to India for the uplift and reform of the Muslims but with which hic connection was not to be divulged. He had a block prepared in England for the title page of the periodical, which was to be called the Tahzib-ul-Akhlaq in Urdu and the Mohammedan Social Reformer in England.
مسلمانوں کی پسماندگی کے خلاف انکی مہم کا سب سے بڑے منصوبے نے دو سرگرمیوں کا تصور دیا جنکے نام ایک ہفتہ وار اخبار تھا جسکا مقصد دانشوروں کے درمیان ترقی پسند سماجی اور مذہبی خیالات کو پھیلانا اور دوسرا ایک اعلٰی تعلیم کے لئے ادارہ جسکا مقصد نئی نسل کو جدید تعلیم دینا تھا۔ دونوں ہی منصوبے انکے ذہن میں پوری طرح ایک دوسرے سے جڑے ہوئے تھے۔ کیونکہ عوامی روشن خیالی کے بغیر تعلیمی ادارے کی مناسب حمایت کو یقینی نہیں بنایا جا سکتا تھا۔ ظاہری طور پر جدید تعلیم کے بغیر نئی نسل اپنے بڑون کے تعصبات اور غلط خیالات کو کبھی دور نہیں کر پائے گی۔ سید احمد نے اپنے پہلے اخبار میں خود سے خطاب کیا۔ انہوں نے بائیس اپریل اٹھارہ سو ستر کو مہدی علی کو ایک تنظیم کے یک ہم رکن کے طور پر ایک خط میں بے یقینی میں تجویز دی تھی جسمیں انہوں نے انڈیا آنے سے پہلے وہ مسلمانوں کی بہتری اور فلاح کے لئے اس تنظیم کو منظم کرنا چاہتے تھے۔ لیکن جسکے ساتھ انکے تعلق کو ظاہر نہیں کیا جانا تھا۔ وہ انگلینڈ میں اخبار کو عنوان کے صفحہ کے لئے ایک بلاک تیار کر چکے تھے جسے اردو میں تہذیب الاخلاق اور انگلش میں محمڈن سوشل ریفارمر کا نام دیا تھا۔

Sir,
I want to raise my voice against lack of medical facilities in government hospitals. It is very sad that the government hospitals are not being run properly. First, there is dearth of doctors. The available doctors do not do their duty honestly. They are interested in running their private clinics. Secondly, available medicine is not provided to the patients. The patients have to buy medicines from bazaar. Thirdly, most of the nurses behave rudely with the patients. Fourthly, modern equipments are not available in most of the laboratories. The doctors refer the patients to go private laboratories for variety of laboratory tests. Fifthly, in the case of load shedding, there is no arrangement for the electricity. The doctors have to face so many difficulties during the operation. Sixthly, cleanliness system is very defective. There are just 2 to 4 sweepers in government hospitals. Most of them do not work properly in the hospitals but they are forced by the doctors to clean their own houses. In this regard, some suggestions are offered. First, the number of doctors should be increased. Second, the doctors should be forced to do their duty honestly. Third, modern equipments should be provided to the management of the hospitals. Forth, cleanliness system of the hospitals should be improved. Fifth, there should be casualty departments in every hospital.
I am sure that the concerned authorities would take immediate action against it.

مغرب میں جمہوریت اس طرز حکومت کو کہتے ہیں جہاں آذادی، مساوات اوراخوت ہو۔ اسمیں طاقت کا سر چشمہ عوام کے منتخب نمائندے ہوتے ہیں۔ اسلامی جمہوریت کا تصور اس سے کہیں ذیادہ بلندہے۔ اس میں اصل حاکمیت اللہ تعالٰی کی ہے۔ اور بنیادی قوانین قرآن حکیم میں وضح کر دئیے گئے ہیں۔ ان قوانین میں کوئی رد وبدل نہیں کیا جا سکتا۔ عوام کے نمائندے صرف وہی قوانین نافذ کرتے ہیں جو قرآن وسنت کی روشنی میں بنائے گئے ہیں۔
Translation: In the west, democracy is a system of government which has freedom, equality and fraternity. In it, the real power rests with the elected representatives of the people. The concept of Islamic democratic system is far greater than this. In it, God has the supreme power and fundamental laws have been explained in the Holy Quran. No change can be made in these laws. The public representatives promulgate only those laws which have been made in the light of the Holy Quran and Sunnah.
